Bio
Mr. Phelan earned a Master of Education with a a specialization in Counseling from East Carolina University, and his undergraduate degree is in Psychology from UMass Dartmouth.
He has worked as a Foster Care and Adoption Social Worker for 43 years: Cumberland County Department of Social Services from 1972 to 2009 and with Grandfather Home for Children from 2010 to 2015.
He has served as an adjunct Instructor of Sociology at Methodist University, specializing in Evening and Online Classes since 1989.
He is married with three adult children and five grandchildren and lives in Raleigh.
